Germany should become even more attractive for skilled workers from all over the world in 2023. A new law is planned to make it easier and faster to attract people from countries outside the EU to the German job market. At the end of November 2022, the federal government decided on the critical points for the new regulation, which will further develop the Skilled Immigration Act that has been in force since March 2020. At the beginning of 2023, a draft law will be introduced in the German Bundestag.
The aim is to create the “most modern immigration law” in Europe, explained Labor Minister Hubertus Heil. “In the competition for talent and skilled workers, we offer new and easier ways to work in Germany.”
Three Pillars of labor immigration
For the federal government, the skilled labor pillar remains the central element of immigration. The basis for this continues to be the EU Blue Card for academic professionals. However, the existing salary thresholds for this are to be lowered. In addition, it should become more attractive to take up studies or vocational training in Germany.
The second pillar is the experience pillar. This also enables skilled workers to immigrate, even if their professional qualifications have not previously been formally recognized. Prerequisites include an employment contract and at least two years of professional experience.
The third potential pillar, in turn, is aimed at people who do not yet have an employment contract in Germany. The base should be a new opportunity card. With the help of a points system, the potential is to be determined according to various criteria. Qualifications, language skills, and professional experience are taken into account.
Worldwide advertising for Germany
The federal government not only wants to make the conditions for the immigration of skilled workers easier but also to promote the German labor market worldwide. Minister of Labor Heil said about the international competition: “The idea that all skilled workers in the world want to come to Germany is an illusion.” The government is all the more committed to presenting Germany as a modern and attractive immigration country.
